"development" requires the investment of scarce hard currency obtained mostly through borrowing from abroad, it becomes a race between growth and interest rates. Under exceptional conditions, a country can "win" this race for long enough to join the elite club. This appears to have happened in South Korea, as a result of patronage from the United States, capital investment from Japan in search of relatively cheap labor in a nearby country, a skillful program of government intervention that created new comparative advantages, a strong sense of nationhood and thus an absence of secessionist or other resistance movements, and a reasonable entrepreneurial base and widespread education. However, the combination of so many favorable conditions is the rare exception; apart from South Korea the only similar case since World War II is taiwan.
