should telengana be created

i came across this note (do not ask me where. it is top secret). it reads as follows –
please refer to the your note regarding formation of telengana state. this ministry is strongly against the proposal. the main reason is the policy decision taken in this ministry with the approval of the prime minister that we should run a rajdhani express to the capitals of all the bigger states. we are already running rajdhani trains to hyderabad, bengaluru, tiruvanntpuram,, chennai, raipur. they are all being run on delhi bhopal nagpur track. we simply cannot afford another rajdhani express on this track. safety, lack of appropriate carriages are the main reasons while finding a suitable schedule is another major constraint.
it is the request of this ministry to somehow postpone the decision to form a new state for as long as possible, preferably for fifteen years or so.
